[at-l] Goats

My read on the rules of the land managers of the AT, prohibits the use of
livestock. I had thought of using a pack goat or two but the legal issues
would keep me out of much of the land I wish to walk upon. My dog is
legally a pet and thereby avoids the livestock issue.
