Since price is your major criterion, you're going to compromise in both
image
quality and flexibility.  End of discussion.

The best I've seen in this price range is a used Olympus Stylus (fixed
lens)
at US$65.

If you're looking to shoot for a future _National Geographic_ article,
take
the SLR, a bunch of lenses, a tripod, and a big pile of transparency
film.
If you're looking only to take record shots ("Here I am on top of
Clingman's
Dome"), then just about any camera/film combination will do.

You need to decide what's really important to you.
