No more than the parents are willing to carry on top
of their own gear :-)

Your brother-in-law will have a much better handle on this
after the training period, but for the first few hikes especially,
he'll have to be prepared to haul the kids' gear and cut the
mileage.  The likelihood this will happen will be in direct proportion
to the likelihood of bad weather.

Also be prepared to deal with inconsistency -- the child who
hiked ten miles yesterday and loved it may not go more than
fifty feet before complaining today.

General rule:  have flexible plans when hiking partners of
unknown capabilities are in the mix.
