It depends.  When are you going?  For the S-N thruhiker this year, probably
no ice axe will be needed north of the Sierra.  If you go into the Cascades
TODAY, I'd bring one.  In general, I've found the PCTA snow reports and ice
axe recommendations to be generally pretty accurate.  They get lots of
firsthand reports throughout the year.  If they say you need an ice axe, you
will probably be glad you brought one.
