It is a trick question.  The key is the amount each hiker paid which is $9
x 3 = $27.  To account for the $27, the hotel clerk has $25 and the bell
hop has $2.  Using your typing:
>3 men x $9 = $27
>bellhop kept $2
hotel clerk has $25
($2 + $25 = $27)

If you wish to account for the thirty dollars:
hotel clerk $25
refund $3
bell hop $2.

It's a neat little trick.
