[at-l] more cycling the BRP questions



Sounds to me like one of the worst kinds of regulations, the unenforceable
ones. Never make a regulation that you can't enforce. And if by some strange
twist you do get caught, you can fall back on the unanswerable. Just point
out that the sign didn't say: "THIS MEANS YOU!"
