Most, if not all, the sites allow for self-registration. If you got caught
without paying they'd probably only expect you to pay.
The Parkway is a narrow corridor of National Park land mostly surrounded by
National Forest land. Peal off the Parkway 50 yards and it's probably legal to
camp.
