Not to mention that it's an almost completely useless and heavy addition
to your pack.  Unless you were going to carry it in a holster (which 
wouldn't
fit very comfortably under your shoulder or hip straps) it would be 
buried
in your pack.  So in that emergency situation when you actually needed
it, you wouldn't be able to get at it.

But the legal reasons suffice.  :)
