Ah... according to several documents available at http://www.nps.gov/appa/pphtml/facts.html the AT is in fact part of the National Park system. In the NPS April 2000 AT Strategic Plan http://data2.itc.nps.gov/parks/appa/ppdocuments/ACFF66.doc it states:
"Today, with over 155,060 acres acquired by the NPS and the USFS as part of a permanent right-of-way and protected corridor, the Appalachian National Scenic Trail ranks both as a component of the national trails system and a unit of the national park system."
This careful designation of being both part of the national trail system AND a unit of the NPS is repeated in every "offical" description I've seen recently. In this respect, I think it is unique among the various National Trails. But, it is a designation that all of us that work on the trail should be mindful of...
Also, the first listed URL includes the NPS's annual budgets for the AT unit for 2000 thru 2003.

The Applachain Trail is not a National Park but one of seven
(?) National Trails created by the National Trails System Act
of 1968. The Text of the full act can be found at:

There are also a number of documents listed in the federal
register (harder to locate) as well as the budget process.
The ATC Finacial statement for 2001 can be found at:

Note that the federal Government only gave the ATC $922,049.
We do not have the breakdown by the agency but in the
dispersement of funds one finds
Department of interior $826,877
USDA $26,000
It is apparent that most of the funds come from the
Department of Interior. The total Federal Funding makes up
slightly more than 25% of the ATC funding.
The Appalachian Mountain Club's revenue was over $14 milliom
for 2002. (http://www.outdoors.org/donations/donations-
annualreport.pdf) Well I know everyone wants to rant and
rave about the AMC but they do maintain a hell of a lot of
the AT without taking a lot of ATC money.
