Ahhh, but some roads "should" be trails - 

More to the point here - the ATC wouldn't be what it is without the
Trail.  How does the ATC justify it's own growth except by expanding
their role?   The move to take the Trail off "ALL" roads is a relatively
new one - and not entirely a good idea.  Nor is it an entirely bad idea. 
But it's been over-used and abused.
