On NPR recently there was a story that the feds were predicting a mini El Nino, with a slightly drier, slightly warmer winter in the Northwest and northern Rockies, with an earlier spring. The East was supposed to have a colder, wetter winter, and I can't remember what is supposed to happen in Cali.
