[ft-l] Multi-use trails

The difference is that the rail-trails are multi-use.  They're intended
to be shared and are wide enough to be shared safely, provided of course
that the cyclists use common sense and don't try to break any land-speed
records.

The issue is misuse of single use trails.  Such as mountain biking an
orange blazed trail ignoring the signs that say foot traffic only.
Mountain bikers tear up the FNST in Little-Big Econ, equestrians tear up
the FNST in Withlacoochee, etc.
