I'm going nucking futs doing an index on Wage Hour Division, USDoLabor,
opinion letters and now I'm reading about the DBA on the AT-L!!!!!

Regarding the DBA:  it applies to federally financed contracts in excess of
$2000 for the construction, alteration, and/or repair of a public building
or work.

	I tho't the ATC was a *private* concern, i.e., not federally funded.
	I tho't the AT land trust was also *private*, i.e. not federal.
	If the land on which the well was made wasn't federally owned land, DBA
shouldn't apply ... 

Careful dealing with contractors who'll use federal law to increase a bid
price, suggesting after getting the job they "didn't realize" or whatever
the applicability of DBA or SCA (Service Contract Act -- $2,500+ federally
financed contracts for services).
