At the AT MidAtlantic meeting, Thyra Sperry reported on the problem. She is
one of the representatives to the state committees and knows what is really
happening. She is also on the AT Board of Managers. The right answer is that
eventually the count of mail-ins was about even between hikers and horses
but the hikers were VERY late. However the state discounted a lot of the
horse letters because they were form letters. One of the horse people con'ed
his whole church congregation into mailing in the form letter.

The net result of the whole issue is effectively no change. Study the
problem more.

Bottom line still is that we have to do more to get hikers to respond to
issues promptly.
