When you select a server to connect to, don't pick a random efnet server. 
Instead pick a specific server for your area.  "Chatnet: US, SC, Rock Hill"
seems to work fine.  Also "Chatnet: US, CA, Los Angeles" works.  Just keep
picking servers until you find one that lets you connect to #AT.
