You have good questions. I think one of the reasons for the sleeping bag
compartment on the bottom is the cushion for when you set the heavy bag down.
The compression of the compartment and of the stuff sack help to keep water
out. There is no reason that clothing couldn't go there, or other
denser/heavier objects, to lower your center of gravity.

The only way to find out is to try it. Let us know how well it works. A number
of folks I walk with use compression bags for clothing, although that tempts
them to overload the backpack.
