[at-l] I-40 closure

I believe the interstate is close two miles east of the NC/TN border.  The
road blocks are 20 miles east and west of this.  I don't know if the Highway
Patrol would let you pass.

The road is still closed and will remain so indefinitely,  though probably by
leaf season it will open with one lane each way
