if a person were to have a 40o down bag, a north face
bivy,
mid-weight long johns, fleece, hat, gloves, etc. and
silk bag liner for additional 9o of protection, would
this hypothetical person still face too much danger of
exposure?

Lordy no. Just adding a hat and keeping your arms inside the bag will make
that 40 bag comfortable at much lower temps. All the above stuff *should* be in
your winter pack anyways, imo. You have all winter to try out your sleep
system if it gets cold where you are - test runs are always a good idea with all
gear.
Bag ratings can be extremely misleading, buyer beware!
