8/28, 9:30 AM: Mayor Nagin issues evacuation order for NO
8/28: afternoon: Bush, Brown, Chertoff notified of possibility of levee
failure by director of Nat'l Hurricane Center.
8/29, 7AM: Katrina makes landfall

Now show us how Nagin was *blocking* an evacuation order.
