The cover story of Time Magazine on December 9, 2002 says just exactly that.
They report that 44% of Indian casino revenue comes from tribes in Florida,
Calififornia and Connecticut, which make up about 3% of the Indian population.
Time also reported that investors are the ones making a killing.
