[at-l] Bear Bags-Cable System in GA

Had an opportunity to use the cable system for hanging bear bags in GA back
in May and found they did keep the bears at bay. It also kept, at 1:00 AM, a
group of stoned hikers with the munchies away. They tried for most of an
hour but finally gave up.

The mice however have learned to beat the system by climbing the "slack"
cable.

According to the instructions with the systems the mice were not suppose to
climb a slack cable.

Exactly why a mouse would think a 1/4 steel cable tethered to a tree was
slack is beyond me.

Another USFS/SMNP design defeated.
