The "Easy Answer",  You do the best you can to provide for the victim to the
best of your abilities.

A "Mass Casualty Incident" is when the number of victims exceeds the
services available.  (This does resemble the scenario you described.)
"Triage" is the assignment of services for optimal effectiveness.

This is the sort of judgment call that will be reviewed at leisure by others
for a long time to come.  You stand a good chance of being wrong, no matter
how right your actions were.
