No, they aren't sand fleas, they are midges, what are popularly called no
see ums. Yes, they bite, by the thousands. I've yet to find a repellent that
works on them either.

Excrutiatingly painful. Thankfully, they only come out in the early evening
hours, and even then you must be near their habitat, they don't roam far.
