Howzabout Lands'End? I think they custom make jeans and chinos.

Not to get too silly here, but is it possible to put the lower legs from
convertible pants/shorts on to the lower zip of convertible pants/capris?
Probably wouldn't work, but it would buy you several inches...

Sorry to disappoint you, but though REI and LLBean carry "tall" sizes,
they
do not carry anything in a 38" inseam.  Believe me, I know.  :-(

LL Bean talls are 2" longer than the regular size.  Their cotton
zip-offs
max out at 34".  I'm guessing that's true for the "tropic" version but
the
web site doesn't say.

REI talls max out at 36.5" IF you wear an XXL.  And that's only for some
types of pants.

FWIW, we are only talking about "men's" measurements here.  I've never
seen
ANY women's outdoor clothing that comes in tall sizes, and even if they
did,
that would probably mean a 33" inseam at best.

But, check out the REI web site.  If you really can make do with a 36"
inseam and can also make do with men's, they list a pair of Mountain
Hardwear pants that supposedly come with a 36" inseam.  But, if you then
click on sizing chart, the chart only goes up to 35".

The Mountain Hardwear site doesn't help at all.  They just list "long"
sizes
without saying what the actual measurement is.

Anyway, good luck.  Let me know what you find - especially if you find
anything with a 38" inseam.  36" inseams are high waters on me...
