[at-l] ThirtyMile Fire, Official Report

There is brief mention of the Endangered Species Act,
in Item 11, Page 8 of the 2nd document.  Basically,
it says that the regulations (dip first, consult later) should
have been clarified before the [wildfire] season began.

A 2nd brief mention of the ESA appears as list item 13, on
Page 13, citing "informal policy" with regard to the ESA.
In other words, personnel ignored or were unfamiliar with
the published, formal policy.

In any event (in my reading of this) there is a sense that
the ESA (or rather, misinterpretation of the ESA) was but one
of many factors leading to this tragedy.

There are 13 pages in this report, and ESA is mentioned
briefly on two of those pages.
