[at-l] national wildlife refuge

Depends!!!

I was a volunteer at Patuxent Research Refuge and National Wildlife Visitor
Center. We worked very hard at keeping the visitor intrusion on wildlife
habitat to a minimum, while maintaining "traditional" use. True backcountry
environment? Nope. Lots of conflict on roles and practices? Yep. Camping
and roaming at will? Nope.
