I general, yes. I've gone down to 40 with no pad. However, I spent the other night in a steady 15 knot seabreeze in the mid 50's without a reflector and was chilly. Of course, I was only using a sleeping bag liner as well.

No, no wire rings. The reflectors we're talking about are basically
Mylar(silver) bubble wrap. Ideally, the jumbo truck size, about 5 bucks
at wally world.
