[at-l] Full Shelters in the Smokies

In talking with GSMNP ridgerunners, they appreciate thru hikers tenting
outside the shelters. This helps educate the flatlanders about using
tents and tarps, tends to get more litter removal and serves to reduce
crowding in the shelters. It also tends to help flatlanders begin to
realize that the shelters are not considered such a great idea.
