FWIW, I believe it's supposed to be the amount of time the
reserve would be able to supply the *entire* nation's oil
needs. It no doubt sounds better for their purposes than
saying, "it would reduce dependence on foreign oil by X 
percent over the Y years that it'd be actively drilled."
