Years ago, as far as I know.  At any overflow at the shelters during 
thru-hiker season, you're supposed to camp within sight of the shelter.  It's 
not allowed to camp along the trail.

What I can't understand is why Park officials don't reverse their standards 
and allow 9 thru-hikers non-reserved spots and three reserved spots for 
"dreamers" during the month of April for each shelter?
