In The Tampa Tribune's, Sunday(Feb 13, 2000) MoneySense section.
Story: "Law leaves debit cards more velnerable"

The following is from that story.

By federal law, credit card users' liability on purchases made with lost
or stolen cards us capped at $50.

The law doesn't go that far for debit cards.

Debit card users must notify their bank within two business days after
their cards are lost or stolen to have the same protection. After the first
two days, they're liable for up to $500.
