[at-l] shelters go first to hikers without tents

i disagree with this! i would give up a space for someone who does not
choose to carry a tent but i would not be happy about it. it should be first
come first serve basis. i carried a tent and stayed in a shelter about 6 or
7 times on the whole at. Someone who chooses not to carry a tent or some
other form of protection from the elements is not properly prepared and
should use there cell phone to call for help.
