The article was dated 10/10/99 that the CIA was investigating the 
possibility of biological terrorism with the encephalitis outbreak. That is 
the job of the CIA, but does not imply anything about their findings. This 
would be an act of war against the USA, and one could expect a sure, public 
and swift response to such action. I think even ABCNews would have updated 
such an event.

Again, I contend that it is premature and unwise to assume that this was 
biological terrorism. Of course, there are many real threats in our world, 
and it is likely that some form of attack will occur to our country. I tend 
to deal with reality, whenever possible, and trust in our military and 
intelligence communities to protect us as best as possible. Pearl Harbor, 
the World Trade Center, embassy bombings, and other events will occur. We 
provide victory to terrorists by wringing our hands and worrying about 
every bump in the dark.

And NO, this is not trail related.
