In addition to the 'self issue permits' for your hiking party you most definitely DO have to get a TRAIL PARK PASS for your vehicle if you park it at Stevens Pass (or just about any other trailhead in WA). Your best bet is to buy a $25 season's pass - available at REI or just about any ranger station - paste it to the windshield of you car.
