They need to be maintained beause they are a trail. That is they consist of
compacted vegetative free soil. Put that surface on a slope, add rain and
you have erosion, far more erosion than will be cause by horses. In
addition, if the blowdowns weren't cleared, in time the trail would be
impassable. Several people from our chapter of BCHA spent over a week last
summer doing maintenence on a part of the trail in the North Cascades that
is not accessable to day hikers. While I haven't done any work on the PCT, I
spend several days every year working on feeder trails.
