[pct-l] Bird Springs Cache needs help

Bird Spring Pass Road won't disappear into the landscape. It provides access
to a major radio communication site near the pass as well as providing
access between Kelso Valley community and Highway 14.

The washout only keeps those with regular sized cars out. It will not stop
off road vehicles, although it will further minimize the little enforcement
of off road vehicle rules in the area.
