[pct-l] Personal locator device

Matt is right about other hikers in the area. Hence the old
saying,
"You can't swing a dead cat in the air on the JMT at peak
season without hitting another hiker in the head."
BUT: hikers should take a whistle instead, because it weighs
a lot less.
