I have sometimes left notes at key locations about water ahead, especially
when I'm hiking southbound. If someone is in a position to visit a trail
junction or key landmark regularly, I'd encourage them to post a copy of the
water report for the next section or so.

how about information booklets at the southern terminus that lays out all
the critical information.  The booklet could include water, trail
conditions, fire safety and leave no trace info, special notices and
warnings, etc.
