Are dogs allowed on the trail?

Yes, but only if they are wearing running shoes, not lug soled boots,
carry a bear canister stuffed in an ursack and practice stealth camping
(especially in the National Parks, where the only 4 legged creatures
allowed are pack animals).  They don't have to carry DEET, but they
should have a permit to pack heat.  I know my dog prefers me to carry
Leki poles rather than a leash, but HYOH!
