Any time you see horse droppings on the PCT you can reset assure that you will be able to get through as I don't see many hikers carrying a chain saw or a cross cut saw, or any other tools that keep the trail in a user friendly condition.

hikers do far more hours of trail work than horse groups,but thats besides the point. the point is,just because a few people do trailwork for there own benifit it dos`nt absolve them of the responsibility to clean up after themselves.  most hikers have embraced leave no trace ethics for decades horseman have not.
