I think some action should be taken.  Maybe post signs
with information as to where to report such lewd acts
before entering the area?  Somehow ask that the local
law enforcement and residents keep an eye out for such
activities, and report them?  I don't know, anything
that would prevent this type of gay activity would be
greatly beneficial.
