In 2001 and 2002, KM took outgoing packages.  We taped $2 to each box, and
sent them to our destination as COD packages.

................BUT....................they arrived at the destination with
no postage due, all we had to pay was the original $2.

I guess the answer to your question is YES there is outgoing mail from KM,
both letters and boxes.
