My local 99 cent store (the one with the big pink logo, ubiquitous in
So. Calif) is selling Star Kist Light Tuna in water packed in foil packs
for a dollar a pack.  This may or may not be a good price, but they had
a gazillion of them.  If you are looking for this and have a 99 cent
store in your area, check it out quick.  They all have the same
merchandise.
