The parking fee system, at least in Washington, is a trial one.  It was
set up on a district by district basis.  I imagine they were testing user
acceptance, the system of collecting and enforcing fees, etc.  The focus
has been on the forests closest to the big cities, such as Baker
Snoqualamie, which has a high hiking useage, and lower (I think) than
normal logging.  Recently I posted a URL about a new fee system for
Washington and Oregon that goes into effect this spring.
