[at-l] make shift pack cover

over the summer a saw a person using a tent fly (for his tent) as a pack
cover on rainy days. i thought that to be a great idea.  a great way to use
some of the extra weight of a tent for more than one thing might as well use
it if you you carry it around.  you could i assume also use a tarp for that
purpose if you have a good way to strap in down to you pack.  it would be
tricky at first but if/when you got used to it it might be easy...  at least
that guy made it very easy looking.
