Quick question on this thread, which was prompted in part by the article in 
AT News about the reroute to make a portion handicapp accessible. Who decided 
on that reroute and who approved it?  DOes it have to go to some fdl agency 
or to the ATC?  There should be accountability here, whether it was by the 
local volunteer or a beurocrat.
