     I know this thread has already been retired, but just to follow on 
     Saunterer's point in a way that might have some relevance for the 
     future:

     The organization of government in the United States places all powers 
     not specifically granted to the federal government in the hands of the 
     various state governments and/or the people.

     The federal government can designate land it controls as it wishes, 
     but it cannot seek to control state or privately held land without a 
     mandate connecting it back to The Constitution Of The United States of 
     America and the exercise of rights or fulfillment of duties contained 
     therein. Thus: No duty -- no mandate. No mandate -- no control. No 
     control -- no designation.

Ron, Ron, Ron...... What did you eat for breakfast that would lead you to 
believe such malarky? The *Federal* Government doesn't own your *State* 
Parks. Even if there was such a secret plot they would have to convert it 
to a National Park first. Someone was really pulling your leg.
