there are droughts and there are droughts.  here in Pa, they have lifted
statewide water restrictions and communities which get their water from
reservoirs are no longer endangered.  The heavy rains, including Dennis
and Floyd filled the ponds and reservoirs.....but.....10 inches of rainfall,
when it falls in one 24hr period looks good in ponds and on paper but
does little to restore the deficit of 2 years of drought to the ground 
water levels.
Pa is already another inch down on rainfall this month.  Without a wet
winter and a slow melt or other slow rains which do more soaking in than
  running off, anticipate another rough year waterwise on the trail.
