That was used to get a thru-hiker backcountry permit for the GSMNP. A 
thru-hiker was defined as a hiker who had started more then 50 from the PARK 
and was hiking at lease 50 beyond the PARK. This only was for the GSMNP. A 
thru-hiker did not have to get a shelter reservation and could tent outside 
the shelter, if it was full. Non-thru-hikers had to get a reservation and 
could not tent outside the shelter.
