Yup, that's exactly what this series of web pages says.  Plus it draws the
distinction between "real" chondromalacia (i.e., you've worn your cartilage
down to nothing and now have beeeg problems) and "temporary" chondromalacia,
the kind you speak of tied in with weak quads.  Plus the page talks about
the injury in the context of lots of outdoors activities, hiking and skiing
among them, not just running and playing basketball.

What I found beneficial was the strengthening exercise that was given, and
how to find the muscle in question (vastus medialis).
